About this Handbook
This Members and Residents Handbook is a collection of information related to the foundation and running of Newport Cluster Association (NCA). Motivated by the desire to maintain a single source of truth and to operate paper free, there is no hardcopy version generally available. 

The handbook is designed to assist NCA members and their tenants in acquainting themselves with NCA and with its governing rules and regulations.

About Newport Cluster

Newport Cluster's 32 single family homes are on Regatta Lane in the Lake Newport area of Reston.

While the homes and their adjoining properties are individually owned, streets, sidewalks, parking spaces, and common grounds are owned and maintained by NCA, a nonprofit, nonstock Virginia corporation consisting of all Newport Cluster homeowners.

Annual Meeting
Funds for NCA operations are derived primarily from an annual assessment determined by the Association's Board of Directors. The Annual Meeting of Members is held between January 1 and March 1. At this meeting, Directors are elected to fill expired or vacated seats on the Board, the budget is presented, and other NCA business is conducted.  Notice of the meeting will be published in the Meetings Calendar and emailed to members in advance of the meeting.

NCA Board of Directors
The Board of Directors consists of five members who are responsible for the operation of NCA, including maintenance of the common areas, enforcement of the NCA rules and regulations, and the determination and collection of all assessments and fees. Meetings of the Board of Directors are convened regularly through the year. Members are invited to attend the public portion of any Board meeting. Notice of each meeting is posted on the Meetings Calendar. It is recommended that a member wishing to schedule a presentation before the Board of Directors notify the NCA Secretary well in advance of the meeting so that their item can be added to the published meeting agenda.

External Modifications to Your Property 
Newport Cluster is part of Reston, a planned community. Accordingly, additions or changes to the outside appearance of any property within the Cluster, including but not limited to colors, patios, decks, windows, lighting, privacy fences, and major landscaping must receive prior approval by the Design Review Board (DRB) of the Reston Association (RA). To assist members in ensuring that planned changes will be in compliance with DRB Guidelines and NCA Design Standards, members should consult with RA and review the RA web site at Property Owner Resources and associated pages.
