Governing Documents

Every member of NCA, and tenants who have verified proof of residency, are also members of Reston Association (RA). Reston's covenants and regulations are contained in the Governing Documents of RA, which include Reston's Protective Covenants (Deed of Dedication of Reston), Articles of Incorporation, and Bylaws. These documents, which are available on the RA web site (RA Governing Documents) and from the offices of RA, define the rights, responsibilities, and obligations of all members with regard to the covenants and regulations of RA.

The Reston Deed is the overarching document of authority that provides the framework under which each Cluster Association within Reston operates. The Deed designates each board of directors as the responsible agent for conducting the business of the association including, but not limited to, the assessment and collection of annual dues and the maintenance of common property.

To carry out its mandate, each board of directors is empowered to establish rules and regulations in accordance with the provisions of the bylaws and articles of incorporation for its association. It is important to note that the governing documents of each association serve to supplement and delineate, but not supersede those of RA.

Members' Responsibility
Every NCA member has a legal responsibility to ensure that they, their tenants, and their visitors comply with the provisions of the documents referenced in this handbook and with applicable law. For reference, here are links to further pertinent information and some of those laws:

Each NCA member has a responsibility to keep the NCA Secretary informed of any changes to their mailing and email addresses and telephone numbers, as well as those of their tenants.
